Copyright Enforcement Dialogue: Taipei 2026

On April 22, the MPA Asia Pacific co‑hosted the inaugural Copyright Enforcement Dialogue (CED) with the Alliance for Creativity and Entertainment (ACE) and U.S. Homeland Security Investigations (HSI) at the American Institute in Taiwan (AIT), convening senior government, law‑enforcement, and industry stakeholders from Taiwan, South Korea, Japan, and the United States.

Opening and senior‑level participation included Sue Wang, Taiwan Deputy Minister of Culture, and Karin M. Lang, Deputy Director of AIT, alongside representatives from multiple regional governments, underscoring shared public‑private sector commitment to addressing online copyright piracy.

The dialogue brought together audiovisual industry representatives across film, television, streaming, sports, anime, manga, manhwa/webtoons, academia, and MPA and ACE member companies, with a shared focus on rule of law, sustained government attention, and cross‑border cooperation.

Industry perspectives on the evolving piracy landscape were discussed in a panel moderated by James Cheatley, with panelists Itae Choi (Copyright Overseas Promotion Association), Tatsuya Otsuka (Content Overseas Distribution Association), and Shawn Yang (Netflix).

Regulatory and legislative enforcement frameworks were examined in a panel moderated by Michael Schlesinger, featuring Sheng‑I Hung (Taiwan TIPO), Toshinao Yamazaki (Japan MOFA), Jaeyoung Choi (South Korea MCST), and Michael Mangelson (IP Counselor, U.S. Embassy Beijing).

Public–private enforcement cooperation was the focus of a panel moderated by Dawn Barriteau, with contributions from Itae Choi, Victor Li, Brian Sherota (HSI Taipei), and Edward Veronda (U.S. Department of Justice), highlighting operational collaboration models.

The programme concluded with a deep dive on illegal streaming devices, moderated by Ho Fai Mok, including a case study by Huang Yung‑Chien (Central Investigation Bureau, Taiwan) and panel contributions from Quentin Quek and others.
